Fights under SAF orders. OFAC: BBMB 'traces its origins to Sudan's Popular Defense Forces', 'has contributed upwards of 20,000 fighters in the conflict against the RSF, using training and weapons provided by the IRGC', and its fighters 'have been implicated in arbitrary arrests, torture, and summary executions of those perceived to be aligned with the RSF'. EU: commander Al-Misbah Abu Zaid Talha bears command responsibility for summary executions of civilians in Khartoum North (Sept 2024) and Gezira (Jan 2025). Reuters: members have 'access to light arms, artillery, and drones' under army orders; senior Islamists used 'long-standing ties with countries like Iran, Qatar, and Turkey to help the army secure weapons' (military sources); an NCP document claimed 2,000-3,000 fighters supplied in year one, a military source ~5,000 NCP-linked fighters.

CRP.6 para 85: 'the Baraa bin Malik Battalion commanded by Al Misbah Abu Zaid Talha. This armed group has received weapons and training from the SAF, although it has reportedly also its own source of funding linked to Islamist backers.' 'Overall, however, Islamist armed groups continue to be only a minority of SAF-aligned armed groups.' A/HRC/60/22 para 37: during the retaking of Wad Madani (12-25 Jan 2025), verified videos show 'individuals in army fatigues beating a civilian on crutches. Another man was beaten, thrown from a bridge and then shot ... Some perpetrators appeared in Al-Baraa bin Malik Brigade uniforms.' The Gezira observatory lists 'the "El Baraoun" group' among bodies involved in detention in El Gezira (Dabanga, 16 Sep 2025).
The FFM does not identify the 'Islamist backers'. A Gatestone Institute paper (Jan 2026, via Sudan Akhbar 1745071) claims BBMB and Sudan Shield 'received weapons and funding through official military channels' - partisan think-tank, grade D, not used. No source reviewed attributes looting, checkpoint taxation or ransom-taking specifically to BBMB.
OFAC (12 Sep 2025) sanctioned the battalion; the US says it received training and weapons from Iran's IRGC and contributed more than 20,000 fighters.

HRW (7 Apr 2026): security cells 'include the General Intelligence Service, Military Intelligence, and on occasion a military-affiliated militia, the al-Baraa Ibn Malik battalion'. A police officer attached to a cell in Omdurman described two battalion members taking part in the violent arrest of a woman in April 2025. No source read attributes ransom, checkpoint taxation or detention-for-payment to the brigade.

Correction: arms.json #57 ("IRGC training and support to Al-Baraa Bin Malik Brigade") cites only a March 2026 X post by a US adviser via The National and gives "period: not dated". The primary official source is this Treasury release of 12 Sep 2025 - cite it and date the claim accordingly. crime.json #13 should add that on 9 March 2026 OFAC added FTO and SDGT tags to the BBMB entry.

Correction: sanctions.json #10 says the State notice "could not be retrieved" and treats the SAF link as inference. The notice is now read: State lists the Al-Baraa Bin Malik Brigade/Battalion and the Sudanese Islamic Movement as ALIASES of the designated organisation, not merely linked entities. The notice gives no reasons and does not mention the SAF, so the "SAF-aligned, not SAF-controlled" caution stands. Dates: determination 8 Mar 2026; OFAC SDN update 9 Mar 2026; Federal Register publication 16 Mar 2026. arms_timeline entry dated 2026-03-11 conflates the designation with a later X post.
“Abu Zaid Talha Al-Misbah is the Commander of the Baraa bin Malik Battalion (BBMB), an Islamist militia fighting alongside the Sudanese Armed Forces (SAF) in the conflict between the SAF, the Rapid Support Forces (RSF) and their allied armed groups [...] Abu Zaid Talha Al-Misbah holds command responsibility for the summary executions of civilians carried out by the Baraa bin Malik Battalion in Khartoum North in September 2024 and in Gezirah in January 2025”

BBMB is a Sudan-based, Islamist militia that traces its origins to Sudan’s Popular Defense Forces, an Islamist paramilitary organization associated with the former Bashir regime. BBMB has contributed upwards of 20,000 fighters in the conflict against the RSF, using training and weapons provided by the IRGC. BBMB fighters have been implicated in arbitrary arrests, torture, and summary executions of those perceived to be aligned with the RSF. BBMB, along with other armed Islamist militias in Sudan, represents a significant impediment to ending the civil war in Sudan and undermines efforts to resolve the conflict. | BBMB is being designated pursuant to E.O. 14098 for being a foreign person who is responsible for, or complicit in, or who has directly or indirectly engaged or attempted to engage in, actions or policies that threaten the peace, security, or stability of Sudan. home.treasury.gov
