Each record carries its own grade. A grade describes the source for that record, not the actor.

Grade A: Official record

Defence and interior ministers' talks in Doha (September 2026); central-bank contact (January 2026)

2026-01 to 2026-09

The Ministry of Defence page reported that on 6 Sep 2026 the defence minister held 'official talks' in Doha with Qatar's deputy prime minister and minister of state for defence affairs, 'focusing on prospects for joint cooperation in the military and defence fields'; on his return (13 Sep) the ministry spoke of 'fruitful military talks in Jakarta and Doha' and the minister 'valued Qatar's supportive role for Sudan before and after the war'. The interior minister met Qatar's interior minister and commander of the internal security force on 5-6 Sep 2026 (police press office). The finance minister and central bank governor met the Qatar Central Bank governor on 28 Jan 2026 (central bank).

Why this grade
Grade A is for the fact that the page announced this. The page was identified as official by its name and content; no verification badge was detected.
Response
Qatari statements not looked up.
›Research notes

Source alignment: official SAF-side channel. Grade applies to the fact that the announcement was made, not to its content. Page is not badge-verified on Facebook; treated as official because its output is the body's own press material (same texts are carried by the state news agency) and it is referenced by other official pages. First official record in the dossier of defence-ministry talks with Qatar. Talks only: no agreement, delivery or funding is stated. The page of Sudan's embassy in Doha (100 posts, Mar - Oct 2026) shows Qatari aid as health and humanitarian (Qatar Fund for Development, Qatar Charity, Qatar Red Crescent).

HSBA (Sept 2026) and the Bundestag research service (Dec 2025) both list Qatar among SAF supporters without specifics. Reuters (Feb 2026): the SAF 'has received political and other backing from Qatar and Saudi Arabia'. Sudan Tribune (6 Aug 2026): 'Qatar and Saudi Arabia have been named in several reports as potential backers of a Pakistani arms deal'. A third-party aggregator page showing 'USD 5.45M' of Qatari arms exports to Sudan in 2024 is NOT supported by the Comtrade API, which returns USD 38,556. The Africa Intelligence article remains unread.
