US State Department designated Sudan's Muslim Brotherhood (covering the Islamic Movement and its armed wing, the Baraa bin Malik brigade) as a terrorist organisation, announced 9 Mar 2026; says many of its fighters received training and other support from the IRGC and that it contributed over 20,000 fighters.

Their response

  • The Islamic Movement said a reaction statement attributed to Secretary-General Ali Karti was forged: 'قالت الحركة ان البيان مزور، ولم يصدر من الحركة' (Sudan War Monitor, 9 Mar 2026, https://sudanwarmonitor.com/p/900).

Each record carries its own grade. A grade describes the source for that record, not the actor.

Grade A: Official record

SUDANESE MUSLIM BROTHERHOOD

SAF-ALIGNED BY INFERENCE: OFAC SDN alias is "Sudanese Islamic Movement"; OFAC links Al-Baraa Bin Malik Brigade as acting for it; EU Karti reasons say the Islamist movement "has a strong influence on the SAF". State Dept FTO notice text could not be retrieved - treat as SAF-aligned, not SAF-controlled

[Verification: State Department determinations dated 8 March 2026, published 16 March 2026 (91 FR 12663 and 91 FR 12664). The notices name the Al-Baraa Bin Malik Brigade and the Sudanese Islamic Movement as aliases of the designated organisation. Neither notice gives reasons or mentions the SAF.]

Grade C: Single source

  • “I hereby determine that the person known as Sudanese Muslim Brotherhood (also known as Muslim Brotherhood in Sudan; Sudanese Islamic Movement; al-Bara Bin Malik Brigade; al-Bara’ ibn Malik Brigade; al-Baraa bin Malik Battalion) is a foreign person who has committed or has attempted to commit, poses a significant risk of committing, or has participated in training to commit acts of terrorism that threaten the security of U.S. nationals or the national security, foreign policy, or economy of the United States.”

Correction: sanctions.json #10 says the State notice "could not be retrieved" and treats the SAF link as inference. The notice is now read: State lists the Al-Baraa Bin Malik Brigade/Battalion and the Sudanese Islamic Movement as ALIASES of the designated organisation, not merely linked entities. The notice gives no reasons and does not mention the SAF, so the "SAF-aligned, not SAF-controlled" caution stands. Dates: determination 8 Mar 2026; OFAC SDN update 9 Mar 2026; Federal Register publication 16 Mar 2026. arms_timeline entry dated 2026-03-11 conflates the designation with a later X post.

  • “I have concluded that there is a sufficient factual basis to find that the relevant circumstances described in section 219 of the Immigration and Nationality Act, as amended (hereinafter ‘‘INA’’) (8 U.S.C. 1189), exist with respect to: Sudanese Muslim Brotherhood (also known as Muslim Brotherhood in Sudan; Sudanese Islamic Movement; al-Bara Bin Malik Brigade; al-Bara’ ibn Malik Brigade; al-Baraa bin Malik Battalion). Therefore, I hereby designate the aforementioned organization and its respective aliases as a Foreign Terrorist Organization pursuant to section 219 of the INA. This determination shall be published in the Federal Register. The designation goes into effect upon publication.”
