Grade B: Corroborated

Sur International Investment - Qatari Armed Forces stake

Pre-war foreign military shareholder in a Sudanese defence-ministry company. No wartime activity documented.

Why this grade
B (single official dataset, 2019-2021)
›Research notes

Already in first pass as grade C; repeated here because it is the only foreign armed-forces shareholder in the dataset.

Grade B: Corroborated

Founding, partners and management of Sur International Investment

2003 - 2019-2021 inventory

Sur 'was founded in 2003 by the Sudanese ministry of defence and Turkish investors with an aim to meet the military uniform needs of the Sudanese army'; the 'Qatari Armed forces joined the project in June 2013'. Its integrated military textile complex at Hasahisa (Gezira state) opened on 24 January 2016 and a new phase of the clothing factory was inaugurated on 8 January 2017 by Omar al-Bashir with the Qatari and Turkish defence ministers; products were to be exported to 'Qatar, Turkey, Kenya, Somalia and other countries'. Defence Turkey names Oktay Ercan as general manager in 2016. Ministry of Finance inventory (reg. 17410): Qatari armed-forces committee 30%, Saria Industrial Group 30%, Ministry of Defence 9.09% (40% in an older filing); the Turkish holder does not appear in the extracted rows, so about 31% of the current split is unaccounted for.

›Research notes

bianet (Türkiye, October 2024; read through a summariser, and the underlying article was blocked by a Turkish court) reports that Ercan left Sudan after the 2019 change of government amid corruption allegations and later co-founded Barer Holding in Istanbul, 70% owned by Qatar's defence-ministry company Barzan Holding. Those allegations are unverified here and should not be published without the original and a right of reply. A Turkish company named Sur Corporate Wear signed a US$13m uniform-factory deal with Nigeria's DICON in 2019 (law-firm notice); its relation to the Sudanese company is not documented. No wartime information on Sur was found. Registration number 17410 sits next to numbers issued in October 2001 (reg. 17423 is dated 17 October 2001 in the same inventory), which suggests the company was registered in 2001 rather than 2003; the founding year therefore needs checking.
