لجنة لتصنيع القوات المسلحة القطرية

  • Context only
  • Grade B: CorroboratedStrongest record: corroborated
  • 1 documented tie · 4 steps from the SAF

Also recorded as: Qatari Armed Forces Manufacturing Committee; Qatar Armed Forces Industry Committee; QAFIC

Pre-war commercial-military shareholding. Nothing found links this body to supply or finance of the SAF since April 2023. Identification with the BMC shareholder is by name.

The Ministry of Finance inventory relayed by C4ADS lists a Qatari armed-forces body (Arabic label: لجنة لتصنيع القوات المسلحة القطرية) holding 30% of Sur International Investment (reg. 17410, sector 'Defense'), beside Saria Industrial Group 30% and the Sudanese Ministry of Defence 9.09% (40% in an older filing). Trade press dates the Qatari entry to June 2013: Sur 'was founded in 2003 by the Sudanese ministry of defence and Turkish investors' to make army uniforms and the 'Qatari Armed forces joined the project in June 2013, and provided funds'. Qatar's Minister of State for Defence Affairs, with Omar al-Bashir and Turkey's defence minister, inaugurated a new phase of the 'Sur military and civilian clothing factory which is jointly owned by Qatar, Sudan and Turkey' on 8 January 2017 (Qatari state news agency, carried by three Qatari papers). The Sur Textile Mills complex at Hasahisa (Gezira) had opened on 24 January 2016 with a Qatari defence ministry brigadier present. The existence of the Qatari military stake rests on the dataset plus Qatari, Turkish and trade press; the 30% figure rests on the dataset alone.

June 2013 - at least the 2019-2021 inventory; current status unknown

›Research notes

No wartime (post-April 2023) activity, delivery, payment or statement involving this body and Sur was found. Not sanctioned. Whether the stake survived the 2019 change of government, or passed to Barzan Holdings (Qatar's defence-ministry holding company, founded 2016), was not established.

Grade C: Single source

Identification: probably the body that holds 49.9% of Turkey's BMC

2014-2021 (BMC stake)

Janes reports that 'The Qatar Armed Forces Industry Committee retained a 49.9% share in BMC that it bought in 2014' (BMC is a Turkish armoured-vehicle maker). The C4ADS label is a machine translation of an Arabic name that matches this committee. The match is this desk's reading of the name, not a documented identification.

Inference from name; confirm against the Sudanese commercial register entry for company 17410 before publication.

Grade C: Single source

Negative finding: no wartime link

2019-2026

Searched in English and Arabic for Sur's factory, the Qatari stake and any wartime production or supply for the SAF (two Arabic and two English queries, plus Qatari, Turkish and trade press). Found nothing after 2019 on the Qatari shareholding and nothing on the factory's wartime status. No report on the condition of the Hasahisa plant during the war was found.
