A standing commercial channel in which Sudan's sanctioned military-industrial conglomerate (DIS: US 1 Jun 2023, EU 22 Jan 2024, UK) is a 40% partner of Egyptian state and reportedly military-owned companies; trade settled in local currencies/barter, which STPT's Suliman Baldo calls 'the main avenue for evading sanctions since no US dollars or euros are exchanged'. This is the first Egyptian military-linked company identified in the dossier (first pass found none).

Their response

  • The New Arab: 'an executive for the ESC initially denied the company's involvement with sanctioned entities from Sudan. They did not provide a comment when confronted with the evidence'.

Grade B: Corroborated

Shareholder question resolved to the NSPO (no register extract)

April-June 2021

Read in the Arabic originals: the Ministry of Supply statement of 4 June 2021 (Al Mal, Hapi Journal, Amwal Al Ghad) quotes the chairman of the Holding Company for Food Industries giving the split as his company 25%, National Service Projects Organization 25%, South Valley 10%, Etegahat 40%; company 'established in April 2021', capital EGP 500m. Al Mal's 17 May 2021 report, which named 'الوطنية للاستصلاح' for the second 25%, itself lists the NSPO among the signatories; a land-reclamation company of that name is listed among NSPO subsidiaries. The Sudanese delegation at the June 2021 board meeting was led by Maj. Gen. Al-Jaili Taj al-Din, deputy head of the Defense Industries System, with the DIS finance and investment director.

Response
No response sought by this desk; none found in the sources read.
›Research notes

One ministry statement relayed by three outlets. No GAFI record, Investment Gazette notice or commercial-register number found; GAFI's site has no public company search that could be queried. The earlier pass read these pages through a summariser; they have now been read directly.

Grade C: Single source

Egyptian-Sudanese Company for Development and Multiple Investments (ESC)

A standing commercial channel in which Sudan's sanctioned military-industrial conglomerate (DIS: US 1 Jun 2023, EU 22 Jan 2024, UK) is a 40% partner of Egyptian state and reportedly military-owned companies; trade settled in local currencies/barter, which STPT's Suliman Baldo calls 'the main avenue for evading sanctions since no US dollars or euros are exchanged'. This is the first Egyptian military-linked company identified in the dossier (first pass found none).

Why this grade
Regraded from B: most sources read through a summariser; see the pass-3 record for the shareholding.
Response
The New Arab: 'an executive for the ESC initially denied the company's involvement with sanctioned entities from Sudan. They did not provide a comment when confronted with the evidence'.
›Research notes

Egyptian GAFI register not reachable; no registration number. All Arabic items were read through a summariser - verify shareholder names and the officers' names in the originals. ESC itself is not on any sanctions list checked. High-priority item for legal review and right of reply (ESC, Egyptian Ministry of Supply, NSPO).

ESC - the one named corporate importer of Sudanese gold in Egypt

Jan 2024 - 2025

The New Arab, working from leaked company documents (invoices, contracts and a board presentation covering August 2021 - March 2024), reports that the Egyptian-Sudanese Company concluded a gold-import agreement by January 2024 and in 2025 handled about half of Sudan's exports to Egypt, 'including 2-3 tons of Sudanese gold'. Official exports to Egypt were 4.9 tonnes (US$517m) in 2025. ESC is part-owned by the army's Defense Industries System through Etegahat. It is the only company named in any source reviewed as buying gold from army-held Sudan since the war began.

Response
The New Arab: an ESC executive 'initially denied the company's involvement with sanctioned entities from Sudan' and did not comment when shown the evidence.
›Research notes

Single investigation on leaked documents, read through the page reader. Overlaps the pass-2 ESC record; added here because it answers the 'who buys the gold' gap. The other 2-3 tonnes of official exports to Egypt have no named buyer.

Grade C: Single source

Described by a Sudanese state company as 'one of the companies of the Defense Industries System' (July 2025)

2025-07-19

SMRC's page reported on 19 Jul 2025 that its stand at the Egypt mining forum in Cairo was visited by a delegation of 'the Egyptian-Sudanese Company for Development and Multiple Investments, one of the companies of the Defense Industries System', led by its director-general. He said SMRC's participation was 'one of the most important outcomes of the Sudanese-Egyptian businessmen's forum recently held in Cairo' and called for more partnerships between Sudanese and Egyptian companies.

Response
No company statement found.
Sanctions
Not designated; DIS is.
›Research notes

Source alignment: official SAF-side channel describing a third party, so grade C. It corroborates, from a Sudanese state company, the link to DIS that the dossier until now drew from press reports and an inferred identification of the 40% shareholder. Original: 'الشركة المصرية السودانية للتنمية والإستثمارات المتعددة احدى شركات منظومة الصناعات الدفاعية'.
