Also recorded as: NSPO; National Service Projects Organisation

An Egyptian military economic body that co-owns a food and agriculture company with a sanctioned Sudanese military conglomerate. That is a commercial fact, not evidence of arms supply.

Flagged for legal review before publication.

The 25% Egyptian block whose holder was disputed is the armed forces' NSPO. On 4 June 2021 Egypt's Ministry of Supply reported a meeting of the company's board with a Sudanese delegation; three outlets carrying the statement quote Maj. Gen. Ahmed Hassanein, chairman of the Holding Company for Food Industries, saying his company 'contributes 25% ... and the same for the National Service Projects Organization', South Valley 10% and Sudan's Etegahat 40%, and call the NSPO 'the strategic partner'. The earlier Al Mal report (17 May 2021) that named 'الوطنية للاستصلاح' for the same 25% also lists the NSPO as a signatory of the founding memorandum; a company called 'National Company for Land Reclamation and Agriculture' appears in lists of NSPO subsidiaries, so the two reports are consistent: the stake is the NSPO's, held directly or through its land-reclamation company. The memorandum was witnessed by Mirghani Idris Suleiman, director of Sudan's Defense Industries System. Company capital EGP 500m; founded April 2021.

Grade B: Corroborated

25% shareholder of the Egyptian-Sudanese Company for Development and Multiple Investments

Response
None found from the NSPO. The New Arab (26 Aug 2026) reported that an executive of the joint company first denied dealing with sanctioned Sudanese entities, then did not comment.

Three outlets reproduce one ministry statement, so this is one official statement relayed three times, not three independent sources. No GAFI extract, Investment Gazette notice or company filing was obtained; which legal entity is on the share register is still unconfirmed. The NSPO-subsidiary list comes from a wiki mirror read through a summariser.

Grade C: Single source

Wartime relevance

2023-2026

The NSPO's only documented tie is this shareholding beside a company of the sanctioned Defense Industries System. Wartime trade attributed to the joint company (sugar, flour, gold) is reported by one outlet from leaked commercial documents and is recorded under the joint company, not here. Nothing found shows the NSPO itself supplying the SAF.
