Each record carries its own grade. A grade describes the source for that record, not the actor.

Grade A: Official record

Special Fund for the Social Security of the Armed Forces (SFSSAF)

Grade B: Corroborated

Formerly the National Economic Authority; absorbed the dissolved charitable authority; 2026 partnership with the state sugar company

2014 - August 2026

C4ADS: the 'SAF-directed National Economic Authority (later known as the SFSSAF)' held 7.31% of Omdurman National Bank from at least 2014, and the funds of the Charitable Authority for the Support of the Armed Forces, dissolved in 2019, 'were allocated to' the SFSSAF, which 'now controls ONB ... and Zadna'. In the Ministry of Finance inventory the National Economic Authority holds 99.9% of Shining Transport and Investment, 40% of Bechair Energy Services (reg. 14141; Ministry of Oil 60%) and 14.93% of Samitx for Fabric and Investment (reg. 3765). On 2 August 2026 the fund's secretary-general, General Khalid Al-Shami, met the Minister of Industry and Trade in Khartoum; they 'discussed establishing a partnership between the Social Security Fund and the Sudanese Sugar Company to finance and modernize sugar factories', starting with Assalaya and New Halfa, and he pledged support 'in the sugar, pharmaceutical, and strategic industries, as well as free zone development projects'.

Statements compared with the wording of the primary document.

  • “Zadna International Company for Investment Limited (Zadna) is a holding company in agriculture and construction, which is 99 % owned by the SAF controlled Special Fund for the Social Security of the Armed Forces (SFSSAF), formerly known as the Charity Organisation for the Support of the Armed Forces. The leader of the SAF, Commander Al-Burhan, appointed in October 2021 General El Mirghani Idris Suleiman as Chairman of Zadna, who is one of his friends and Director of DIS.”

Council Implementing Regulation (EU) 2024/384, Annex, B.322 Jan 2024verified verbatim

Correction: finance.json #5 renders the EU text as "party to flagship international commercial agreements and one of the main revenue sources of the army's company network" - not the English OJ wording, which is "a leading company engaged in high-profile international business deals and is one of the top revenue earners in the army’s network of companies". Use the OJ wording.
