Inventory: reg. 43357, registered 14 August 2013, sector 'Energy - sub', capital 100,000; shareholders (historical rows only) SMT Engineering 70% and Sudamin 30%. Chatham House describes the same split for Block 3A: 'the Mining Ministry awarded Sudan Master Technology, in partnership with the government, a gold exploration licence at Block 3A in Red Sea state in 2012. Sudan Master Technology had a 70 per cent stake and the government held the remainder', and says the government's 30% was awarded to Meroe Gold in 2018. That Hypokwan is the Block 3A vehicle is this desk's inference from the matching split and dates; neither source says so.

›Research notes
An Arabic search for the company name found nothing. Only 'historical' rows exist, consistent with the state share having been reassigned.
The C4ADS compilation of Sudan's Ministry of Finance inventory lists Hypokwan Mining Company (registered 14 August 2013, mining sector) as 70% owned by SMT Engineering - the Sudan Master Technology group that the US, EU and UK sanction as part of the army's Defense Industries System - and 30% by the state company Sudamin. It is the clearest case in the dataset of a mining company majority-owned by the military-industrial group.
