Grade A: Official record

Second agreement signed at the bank in Minsk; first tranche put at over US$100 million (2 October 2026)

2026-05-09 to 2026-10-02

Sudan's Ministry of Finance reported that on 2 Oct 2026 Sudan and Belarus signed 'the second part of the export financing agreement (the Basic Agreement)' at the Development Bank of Belarus in Minsk, signed by Sudan's state minister of finance and the bank's chief executive, in the presence of the director-general of the Agricultural Bank of Sudan. The state minister said the bank 'will provide in the first phase financing exceeding 100 million dollars to build 17 grain silos' and set up an assembly line for Belarusian tractors in Sudan; he also proposed a revolving loan for basic commodities, which the bank 'promised to study'. The ministry's post of 9 May 2026 on the general agreement states that the bank 'will take the role of lender'.

Source alignment: official SAF-side channel. Grade applies to the fact that the announcement was made, not to its content. Verified page. Supplies the amount that the gap ledger recorded as missing. Stated purpose is civilian (silos, tractors). The ministry dates the general agreement to 9 May 2026 ('today'); the dossier's earlier record gives 7 May from Belarusian sources. The 10 Aug 2026 meeting lists 'petroleum' and 'electricity inputs' among cooperation files.

This is the only new bilateral credit line to the Port Sudan authorities found for 2025-2026. Belarus was a pre-war and 2023 arms supplier (SIPRI, first pass), and Belarusian tractors and trucks have military variants, but nothing read says the credit covers military goods. The agreement text on Belarus's National Legal Internet Portal (pravo.by) was not opened.
